They checked with bank. I read the agreement letter that I sign earlier, it said they will only refund if two bank reject you. Approved with 50% loan also consider as approved.  Once sign S&P, you will need to pay 1% of the total housing amount if you wish to cancel. Said, you home is RM700k, you need to pay 70k once u sign S&P.

agent will pass the buyer contact to banker for loan application purpose or even some banker are their buddy
