Yes, if you sell it before 5 years. However, you can request for one time waiver (once in a lifetime) to waive for the tax.

I have contacted the lawyer and the developer. The blanket consent letter is pending developer's action, which means that any late actions that leads to the delay will not be charged to owners. If you need further information, please call the developer directly.
