2. Good, if they call to offer you because this card has a high possibility to be rejected. The Government Service Tax is not waived, it was abolished already to all cards effectively 1st April after Goods and Services Tax came effect. It is a free for life card, so nothing about annual fees.

If i have received the card but not activate yet, does it means that this card is not used and there will not be any statement to it?
I had once received a credit card from CIMB, even though i did not activate it, the statement came in with some charges (RM50 for the government charge i guess), called up and said it is not activated and not used and requested to cancel it, then receive again statement RM50 + RM 10 (for late payment penalty) on next statement, called up many times and finally the card/account is officially closed (which i had not activate or use) after around 6 months. This is what I don't like about receiving credit card without really applying it.
