I'd say a combination of both. Apple is trying to optimize its IOS in running smoothly while there is not much that can be done on the hardware department.

I am using ip6+ for 2 weeks already. On 8.02 the UI transition slight leggy but has improved much on 8.1.
Once a while still had some very slight stutter
