Specs:
Intel Core 2 Quad Q9550
MSI P45 Neo2 FiR-7572
2x4GB Kingston HyperX Genesis 1600MHz
Asus GTX 650 Ti Boost

I want to extract as much juice from as possible, but I am not willing to go to the extent until borderline stability.

Here's my BIOS, I tried these settings earlier on and it didn't work (unable to boot)

Wait, don't OC it yet. Run a stress test first, and see the temps while it's stock. If it's an old PC, it might be super dusty, have bad airflow, have a stock cooler. Make sure that all of those things are satisfied first. If you don't, then make sure not to mess with the voltage.
