About the Raid someone on Reddit did a fantastic strategy guide. Very detailed and intimidating to someone that isn't close to trying it out! According to this Level 26 is minimum but ok with decent gear though preferably higher level.

psn store is under maintainence and unfortunately most of the features for Destiny requires PSN+

Guys restart ur destiny. Mine worked

When the PS+ bugg happens just do this.

Settings>PSN>Restore Licenses

Should work most of the time.
