Enforcement is the key.
Example is at PV condo at Setapak. Student area. Many with clone access card.
1. Random spot check at the gate. You have to show the actual access card (with image) for the guard to see. Yes picture on the card still can be cloned but is harder to do so. Normally the duplicate will be blank cards only.
2. All resident (be it owner or tenant), must register to get a resident ID (with your individual pics on it). This ID must be used to register with the guard at the facility (swimming pool, gym, etc) before you can use it. This move actually prevent or deter airbnb operator as well coz their guest will not have such ID to use the facility.
Just examples. But then again when the JMB being formed up with majority from the affordable homes side (including the chairperson), is doubtful any action will be taken.
