Refugee crisis: Where are the Gulf countries?
The humanitarian crisis raises questions about the nature of politics and leadership in the Arab and Muslim world.

The image of a 3-year-old drowned boy, Aylan Kurdi, lying face down on a beach had a huge symbolic effect on Europe. It has affected it more than the greater tragedies of over 2,500 refugees of all ages who died or went missing trying to get to Europe, or the 71 people, including four children, who suffocated in a truck in Austria.

Even previously reluctant European leaders, such as the United Kingdom's Prime Minister David Cameron, have responded with promises to take in more Syrian refugees. Well-meaning as they are, these promises are as representative of the size of the crisis as the limp body of little Aylan.

The Syrian conflict has created over four million refugees. Add to that nearly two million more fleeing persecution in Afghanistan, Iraq and Somalia, and this becomes a crisis that no amount of European generosity can address.
The problem is likely to get worse. The war in Yemen, which resulted in an almost 80 percent of the population needing humanitarian assistance, and the long-running Libyan conflict have yet to release their burden of displaced and desperate people. When they do, it could add millions more to the region's refugee exodus.

Of course, the solution has to be an end to these conflicts and the associated persecution. But none of these conflicts shows signs of abating soon.

Mixed reactions

So, the refugee crisis not only demands an urgent solution but also raises fundamental questions about the nature of politics and leadership in the Arab and Muslim world.

Western Europe is habitually avoiding any connection of the crisis with religion or racial identity, but others are less coy.

Senior officials in Eastern Europe have openly declared their opposition to taking in Muslim refugees.

British Muslim politician, Sayeeda Warsi evoked the memory of the Kindertransport initiative, which rescued thousands of mainly Jewish children from Europe before World War II, as a model to aspire to during the current crisis. She presumably could find no suitable example in recent Islamic history.

The chief rabbi in the UK, Ephraim Mirvis cited scripture to Jews to set up a charity to help the refugees.

Hardly anything has been reported in Europe from any Middle Eastern leaders on the topic. But ordinary people from the region are voicing their shame and frustrations via social media.

A trending Arabic hashtag "Arab Conscience" argued that the Arab world is ignoring Arab refugees, who were looking for salvation in the West. Another campaign asked the wealthy Gulf states to relax their rules on refugees.

Over 12,000 tweets show there is a popular demand to let in refugees in Saudi Arabia.

Beneficiaries in the Gulf

Why are some Muslim governments seemingly indifferent to this plight, and why are people from the region fleeing to Europe for safety and prosperity?

It is not because regional countries lack the capacity to cope with the problem. The region has unimaginable wealth. It has constructed the tallest buildings, built lavish palaces, provided spectacular places of worship and created universities so big that they have their own railways.

The region has no shortage of space or jobs. Millions of professionals and labourers are imported from across the world to service the lifestyles, ambitions, and enterprises of these states.
Whatever Western countries do for the refugees, it will only be a sticky plaster solution. The number of refugees is already too large for a viable resettlement programme outside the region.



Some might argue that the West has the responsibility to deal with the problem because it has been caused by Western involvement in the region, ranging from the Sykes-Picot to the recent wars in Iraq.

Whatever the validity of that argument, most Middle Eastern states are beneficiaries of historic agreements and recent Western military interventions. It is in their interest to deal with the consequences if only to maintain the status quo.

Others may argue that the refugees represent a potential extremist threat. However, the threat is no less for the Western countries that have already taken in these people.

Indeed, the apparent failure of Muslim governments to look after fellow Muslims is being exploited by extremists' propaganda. On various social media posts, they allege this is further evidence of current Muslim rulers' "apostasy" and disdain for the "ummah", arguing that only their Islamist state or caliphate can provide for Muslims' welfare.

'They want to go back'

Whatever Western countries do for the refugees, it will only be a sticky plaster solution. The number of refugees is already too large for a viable resettlement programme outside the region.

The rate of the flow from current conflicts and the likely new sources from the Libyan and Yemeni wars could transform the crisis into a catastrophe in the months to come.

The most profound words in recent days came from a 13-year-old Arab refugee. He didn't want asylum or a hand-out. He simply asked that the war in Syria be stopped.


His striking good looks, bright intelligence and clear articulation symbolised the tragic loss of dignity of his people. The video of his noble challenge has gone viral.
Every cloud has a silver lining. This may be an opportunity for Arab governments to demonstrate superior moral and political leadership.

By addressing the needs of the refugees, they will do more than any amount of rhetoric to counter extremists and legitimise their power.

Above all, it will allow these regimes to justify their claim of Islamic authenticity by delivering the Prophetic model of "rahmat ul-alameen" - a mercy for mankind.

boleh jadi eropah sebenarnya jawapan pada doa2 umat Islam yang tertindas di negara-negara Arab, negara Arab zalim...Allah bawa mereka ke Eropah

CAIRO – Glasgow Central Mosque has been witnessing a sharp increase in the number Scottish people reverting to Islam, a phenomenon noticed in mosques across the country.

“I’d done a degree in comparative religion and had to analyse all the religious texts,” Hannah, a 25-year-old administrator from Glasgow who recently reverted told The Sunday Herald on October 4.

“I went away from that thinking that maybe I should be a Christian.

“But a few months later, while meditating, I found myself pulled in the direction of Islam. After that I started reading again, but this time in a more emotional way. I found I preferred the simplicity of Islam.”

SCOTS FINDING ISLAM INCREASINGLY

Hannah is one of about 200 Scots who take the decision to revert to Islam annually at Glasgow Central Mosque.

For the young woman, she took over six months to take the final decision and revert to Islam, announcing that decision in July this year at Glasgow Central Mosque, where she took the Shahada or declaration of faith.

Her conversion was shared online by the Glasgow Central Mosque along with others including 20-year-old Jade from the Shetland Isles, and Katie, also 20 and an administration worker from Glasgow, who made her Shahada last month.

With the increasing number of reverts, Edinburgh Central Mosque says it has now started support groups for new Muslims.

The total number of reverts is not known, but according to a report by Faith Matters, 5,200 people now join the UK-wide Muslim population of three million every year.

Scotland’s community is significantly smaller at 90,000 people, over one-third of whom live in Glasgow.

“We are seeing an influx, particularly in the number of women expressing an interest in Islam. I don’t think there is one reason for it but it’s interesting that after 9/11, where Muslims were blamed for the bombing of the twin towers, a lot of people started doing their own research. Many found out more about Islam that led them to different conclusions," Rizy Mohammad, a co-ordinator at the Glasgow Central Mosque, said.

“There is also the spiritual dimension. They’ve been part of the material world, done the shopping thing and now they are looking for a deeper connection.”

Challenges

The decision to revert to Islam has not been easy to many Scottish reverts, especially with media focus on extremist voices which ruin the image of the faith.

“Because of the extent of Islamophobia in the media, my mum, who is a Pagan, thought that I was going to join IS,” said Hannah.

“People see the violent, loud things. They don’t see the quiet Muslims who aren’t doing anything bad. My brother told her not to be so ridiculous and after about a week she came round. Now she makes sure that I don’t drink when I come to her house and even cooks halal for me.”

Jay (not his real name), is another Muslim revert who took the decision less than three months ago after a near-death experience with drugs.

Ever since, he has been facing questions, even from close friends, on whether he will travel to Syria or join the so-called Islamic State (ISIL).

“One of my colleagues in particular was keen to know why I converted,” said Jay.

“He wanted to know how I could give up the clubs, drink and girlfriends, and now spend my time praying.

“I told him that now I had inner peace. I could now go to sleep at night. A few weeks later he also became Muslim.”

Other Muslim reverts blame fellow Muslims, who were born Muslims, for failing to offer support to them.

“When a person takes the Shahada they are treated like a superstar and everyone wants to know their story,” Dawud Duncan, originally from Oban, who became Muslim nine years ago, said.

“However, within a week they can be left to their own devices. This can make the individual feel very isolated as they are often caught between two communities.”

Duncan, who now lives in Glasgow, hosts an online radio program for reverts and also aims to set up a support and advocacy group.

“New Muslims have so much to offer the Muslim community and Scotland,” said Duncan.

“This would include a fresh perspective and a deeper understanding of the cultural issues our society faces. Converts find it easier to explain Islam to a Scottish audience.

‘Amru B. Syu’aib daripada ayahnya, daripada datuknya, beliau berkata:

أَنَّهُ نَهَى عَنْ تَنَاشُدِ الأَشْعَارِ فِي الْمَسْجِدِ، وَعَنِ البَيْعِ وَالاِشْتِرَاءِ فِيهِ، وَأَنْ يَتَحَلَّقَ النَّاسُ فِيهِ يَوْمَ الجُمُعَةِ قَبْلَ الصَّلاَةِ

“Bahawasanya Rasulullah Shallallahu ‘alaihi wa Sallam melarang dari melagukan sya’ir di masjid, berjual-beli, dan membuat halaqah pada hari Juma’at sebelum solat.”

Hadis ini diriwayatkan oleh Ahmad, no. 6676. Abu Daud, bab: Larangan membuat halaqah di hari Juma’at sebelum solat, no. 1079. at-Tirmidzi, bab: Dibencinya jual-beli dan melagukan sya’ir di masjid, no. 322. Shahih Ibnu Khuzaimah, bab: Larangan jual-beli di masjid, no. 1304.

Kata at-Tirmidzi, hadis ‘Abdullah B. ‘Amru adalah hadis hasan, dan ‘Amru B. Syu’aib adalah Ibn Muhammad B. ‘Abdullah B. ‘Amru B. al-‘Ash. Hadis ini juga dihasankan oleh al-Albani, Syu’aib al-Arnauth, dan Salim al-Hilali.

Setelah membawakan hadis ini, Imam at-Tirmidzi rahimahullah (Wafat: 279) menyatakan:

وَقَدْ كَرِهَ قَوْمٌ مِنْ أَهْلِ العِلْمِ البَيْعَ وَالشِّرَاءَ فِي المَسْجِدِ، وَبِهِ يَقُولُ أَحْمَدُ، وَإِسْحَاقُ

“Sebahagian ahli ilmu memakruhkan (membenci) urusan jual beli di masjid, dan ini adalah pendapat Imam Ahmad dan Ishaq (Ibn Rohuyah).” (Sunan at-Tirmidzi, 2/139)

Manakala Syaikh Salim al-Hilali hafizhahullah menyatakan:

“Haram hukumnya berjual-beli di dalam masjid, kerana masjid adalah pasar akhirat. Termasuk adabnya adalah dengan menjauhkan masjid dari urusan dunia dan urusan-urusan lain yang tidak ada hubung-kaitnya dengan akhirat.” (Mausu’ah al-Manahi asy-Syar’iyyah fiish Shahih as-Sunnah an-Nabawiyah, 1/371 – Daar Ibn ‘Affan)

Adapun tentang sya’ir, yang diharamkan adalah sya’ir-sya’ir jahiliyyah dan sya’ir-sya’ir ahli bathil. Atau apabila kebanyakan waktu dihabiskan untuk bersya’ir sehingga melalaikan dari menuntut ilmu, mempelajari al-Qur’an, berdzikir, dan bertasbih. (Mausu’ah al-Manahi asy-Syar’iyyah fiish Shahih as-Sunnah an-Nabawiyah, 1/365 – Daar Ibn ‘Affan)

Manakala tentang membuat halaqah-halaqah (kumpulan-kumpulan atau bulatan-bulatan majlis bicara) sebelum solat Juma’at, hukumnya adalah haram. Kata Syaikh Salim al-Hilali, “Haram hukumnya membuat halaqah sebelum solat di hari Juma’at. Khususnya bid’ah yang begitu menyebar di sejumlah besar negara Islam (pada hari ini), iaitu sebagaimana disebut dengan nama “kuliah agama khas hari Juma’at”. Ini termasuk dalam maksud larangan hadis tersebut. Di samping itu, perkara ini juga tidak pernah diamalkan oleh para salaf serta akan mengganggu orang-orang yang sedang solat (solat sunnah) dan berdzikir di hari Juma’at.” (Mausu’ah al-Manahi asy-Syar’iyyah fiish Shahih as-Sunnah an-Nabawiyah, 1/376 – Daar Ibn ‘Affan)

Termasuk halaqah-halaqah yang dimaksudkan adalah bersembang-sembang, dan berkumpul-kumpul di masjid untuk membicarakan sesuatu.

Dalam hadis yang lain, Rasulullah Shallallahu ‘alaihi wa Sallam bersabda:

إِذَا رَأَيْتُمْ مَنْ يَبِيعُ أَوْ يَبْتَاعُ فِي المَسْجِدِ، فَقُولُوا: لَا أَرْبَحَ اللَّهُ تِجَارَتَكَ، وَإِذَا رَأَيْتُمْ مَنْ يَنْشُدُ فِيهِ ضَالَّةً، فَقُولُوا: لَا رَدَّ اللَّهُ عَلَيْكَ

“Jika kamu melihat orang berjual-beli di masjid, maka katakanlah (kepada mereka), “Semoga Allah tidak memberi keuntungan di atas perniagaan kamu.” Dan apabila kamu melihat orang membuat pengumuman barang hilang di dalam masjid, maka katakanlah, “Semoga Allah tidak mengembalikannya kepada kamu.”.”

Hadis ini diriwayatkan oleh at-Tirmidzi, bab: Larangan berniaga di masjid, no. 1321.Kata beliau, hadis ini hasan gharib. Demikian juga Syaikh Muqbil, beliau menghasankannya dalam al-Jaami’ ash-Shahih mimma laisa fish-Shahihain, no. 1438.

Diriwayatkan juga oleh an-Nasaa’i, bab: Apa yang diucapkan kepada sesiapa yang berjual-beli di masjid, no. 9933. Dan Ibnu Hibban, no. 1650. Dinilai sahih oleh al-Hakim, adz-Dzahabi, al-Albani, dan Syu’aib al-Arnauth.

Diriwayatkan juga oleh Ibnu Khuzaimah dalam Shahihnya, no. 1305 dan beliau menyatakan pada babnya:

الأمر بالدعاء على المتبايعين في المسجد أن لا تربح تجارتهما وفيه ما دل على البيع ينعقد وإن كانا عاصيين بفعلهما

“Perintah mendoakan orang yang berjual-beli di masjid agar tidak mendapat keuntungan dan dalil menyatakan bahawa jual-beli tersebut sah walaupun keduanya telah melakukan dosa disebabkan perbuatan tersebut.” (Shahih Ibnu Khuzaimah, 2/274)

Imam ash-Shan’ani rahimahullah menjelaskan maksud hadis ini dengan katanya:

فيه دلالة على تحريم البيع والشراء في المساجد وأنه يجب على من رأى ذلك فيه أن يقول لكل من البائع والمشتري لا أربح الله تجارتك جهرا زجزا للفاعل لذلك يقول والعلة هي قوله فيما سلف فإن المساجد لم تبن لذلك وهل ينعقد البيع قال الماوردي: إنه ينعقد اتفاقا

“Hadis ini menunjukkan pengharaman jual beli di dalam masjid, dan orang yang menyaksikan transaksi tersebut hendaklah mengatakan dengan jelas, “Semoga Allah tidak memberi keuntungan di atas perniagaan kamu”, sama ada kepada pembeli atau penjual, sebagai peringatan untuk mereka yang melakukannya. Dan alasannya adalah hadis Nabi yang telah disebutkan, “Bahawa masjid bukan dibina untuk perkara tersebut (urusan jual-beli).” Tetapi adakah jual-belinya sah? Kata al-Mawardi: jual-belinya tetap sah dengan ittifaq ulama.” (Subulus Salam, 1/297 – al-Maktabah at-Taufiqiyyah)

Demikian juga Imam asy-Syaukani rahimahullah, beliau menegaskan:

يدلان على تحريم البيع والشراء وإنشاد الضالة وإنشاد الأشعار والتحلق يوم الجمعة قبل الصلاة

“Kedua-dua hadis tersebut menunjukkan bahawa diharamkan jual-beli, membuat pengumuman berkenaan kehilangan, pembacaan sya’ir (di masjid), dan membuat halaqah-halaqah pada hari Juma’at sebelum solat.” (Nail al-Authar, 2/166)
