Making a call from iPad will never happen, it has never been in Apple's plan to allow their tablets to make phone calls, although you can still use Facetime, Skype, etc.
I saw a new app called "Tips", it highlights what are some of the new stuffs you can do with iOS 8.
Just updated my iPad mini with RD this morning and yet to fool around with it to see how is the performance after updating, but as far as smoothness is concern, everything is fine and dandy, no lags or anything of that sort.
As per previous iOS updates, iPhone users will feel more of the difference than iPad users. I think the only features of iOS 8 that excites me is Handoff and Family Sharing, as of now Handoff is still unavailable, and I've yet to set up the family sharing part... will update once I've done so over the weekend.
