Just pick up a Lumia 630 for my dad.

At first setup, I used my hotmail account and everything setup smoothly. Can add my gmail account and download maps.

then I reset the phone to wipe clean getting ready to setup as my dad account. But this time around I cannot add gmail account nor can i download map.

Any idea what the problem?

it should not be a problem actually. are you doing hard reset, factory reset or soft reset?

Check your date and time settings including region. Make sure it's correct.
Had this problem with my mum's L630.

ok, guy. Got this sorted.

Apparently it has something to do with my dad sim card.

As soon as I plug in my sim card, everything is working as expected. Even after I disable "data connection" in sim, and download purely using wifi.

Still cant understand y a sim card will affect the downloading of map data.

Back then on WP8.0, the HERE Drive app would only allow you to download map of your country, and it does this by detecting what country your SIM card originates from. Maybe they still haven't remove this function from the app even though this limitation no longer exist.
