It's a regional thing. My friends on Asia PSN can't seems to log in most of the time.
While mine on US PSN seems to work. Some people are reporting it isn't working again for some reason.

Changing MTU setting from 1500 to 1450 works for me in PSN after a week

Can actually if you try changing MTU to 1450

not sure if you guys are aware of this, there's a workaround to "save" custom formations manually.
First, play the weekly TOTW challenge. Change your formation as u like, then start the game.
You don't actually need to play it, just forfeit it when it starts, and then, the custom settings will be saved for future online matches.
Just sharing..

Is it just me, or I just felt Div 3 and Div 2 getting harder to win. High powered team easily can win now. EA remove handicap?

I still feel the Handicap, maybe you stay in Division 2 too long already so EA want you to relegate? most of my UT friend said if their team stay in the same division for too long somehow EA will make you relegate and according to them their team will start to feel not easy to control & keep losing ( dunno true or not ) until they relegate then only back to normal. ,

ya, been in Div 2 for 5 seasons already. Yesterday I got relegated because it felt impossible to win. *You know EA want you to lose when Andy Carroll can beat Ramires in terms of pace and waltz through Kompany and Cortois just watch the ball go in*

has been staying in D1 for 7 season but start to feel my player is out of control ...

Sony did mention something about license refreshing, u should have a look into that matter.
