Higher attenuation is caused either by aging cooper line, oxidized connection, distance just too far from your house to the TM's cabinet any many others. These will effected the quality of data/internet transferred.

that's bad, your snr is just too low and the high attenuation. Try reconnect the cable, open the splitter box and clean any oxidized connection, test is directly to the modem and so on.
