This was in Italy, his colleague from the UK saw a house and liked it and proceeded to buy

I don't know the legal details but when it was time for him to take the keys, he found that all the lights, bathroom and toilet fitings and basically anything not physically inside the walls / floors was removed by the previous owner.

There was no

a) lights
b) Sinks
c) Toilet bowls

So, this guy calls the previous owner and threatens to sue but he was told that his is the norm in Italy.

The house is delivered the same way the owner gets it from the Developer, bare and empty.

So he calls up his colleague from his Legal dept and they said, yep, its the norm and your Legal Papers should also say so.

Poor guy has no money to move in and had to beg his landlord to extend the lease temporary until he had enough funds to fit up the house.

But I admit, unless you are buying a branded residence like 8 Conlay, etc, 99% of the fittings will be made in PRC

Actually I somehow agree that Setia and Ecoworld even though are the top developers but they definitely using the better material. in fact, you just need to look at the following items to see :

1. Sanitary
2. Wood Flooring )there are different type of material and thickness.
3. Windows frame and panel
4. Living flooring

I found that some smaller players using better material to attract buyer. But again, Setia and ECO are very much trying to lure buyers with township and landscape development. For Klang or Shah Alam people, SEP was a really nice project, then they migrate this concept to other location and it will works because for example, in semenyih, there was no such concept and design before. When you go in, a house is a house.
