as far as i'm concerned, IWK is one of the utility.
but so far, in all my tenancy agreement, i would specify that landlord pays for it and tenant reimburse on a monthly basis at RM8/month.
that way, i can be assured because i control the payment.

As far as i am concern, IWK is part of the utility bill. If the tenant dont pay during the tenancy period, I will normally deduct the lump sum from tenant's deposit when they "check out". However, recently one of the tenants refuse to pay, i just absorb. Dun want to sai hei to argue with them.
