When less-privileged gamers are looking for cheaper AAA games, some sellers are reporting me out of jealousy, and sent warnings all over for VPN-activation scares, as if Steam actually cares. If steam has the time and resources to do those, they wouldn't even implement any region block on play, because they would rather invest money into programming an auto ban but it isn't possible and would put them in lawsuits, as anyone from RU/CIS could be travelling there, and buy games there and play. That's why, they know they cannot stop it, so what they did is to only allow running of the game when the players are connected in those IPs.

All the Ban scares that other sellers are spitting and spreading is purely scaremongering. If you google the steamforums, the most Steam can do is to stop the account from making purchases and giftings, warning the guys who kept sending gifts and trading gifts publicly from russia/cis to other regions.

Anyone from russia/ CIS can go to any other regions and log in. If Steam is catching people, then these people would be criminials and then they would be banned just because they have russian games and they are connected with foreign IPs. We all know this is pure bullshit. Even in TOS Steam mentions they are against Activating with VPN, but they would have hard time identifying so many gazillions of connections. Imagine the resources they need to sort them out. It could be you asking your friends in russia to activate, it could be you travelling to russia to activate, it could be you activate with vpn.

That is just that much that Steam can do, if they were to go rules by rules then all those pretentious sellers who are unable to compete fairly won't even be able to get their stuffs from Russians arbitrageurs.

The Fact:

1) Valve cannot ban you just because you have Russian region-locked games in your accounts. If steam would ban people who have Russian games, then all the market will collapse and trust me, 90% of all the steam accounts would be banned, because all the cheap Region Free copies all come from Russia. So now you know those hypocrites who warn people against Russian copies are themselves arbitrageurs, getting all their games from Russians.

2) Valve cannot ban you just because you gifted games to people in Russia from Russia. It would take them so much effort in confirming that you are actually using proxies, and that you are not actually physically in Russia/CIS, and so what if they did identify? At most, they will only block you from making further purchases and engaging in Steam Trades. There are no accounts that have been banned just because they are using VPN or because they go to Russia and open their Steam.

Only scamming and hacked accounts will be banned, those who keep scamming people with Steam having all the evidence.

3) If Valve can ban such easily, they would not implement all the freaking region-blocking measures, and developers won't be working so hard to tackle the 'workarounds' in opening region-blocked games. They invested so much effort in implementing these features because they know they cannot possibly ban people just because of this, as it would be against consumer rights, as all the stuffs in an account is personal asset.

Just imagine, there are gazillions of shops re-selling Steam CDKEYs, Steam keys, Steam Gifts and there is no way Steam can do anything to stop them.
