How to make the set items, got the small star at the side? (i dunno what is called). As i just started RoS 3 weeks ago.

Hi there, I just starterd D3 not long ago and now this is my first season at season 12.
Should I grind and lvl paragon lfor my seasonal characters or I just farm my non seasonal characters? |
