 Freelance Designer & Programmer, How to start out as a freelancer?

1. How should we start out as a freelancer? Would it be a good choice to start out bidding for projects at twogateways.com, rentacoder.com, etc?

2. How do people usually charge for a static HTML website?

3. How do people usually charge for a dynamic website?

P/s: Sorry if this is on the wrong section. I am hoping some pros like etsuko and others to come in and help give some advises / comments.

What type of design can u do and ur charges ? I'll need logo and some design of flyers.

Thanks for the info. Anyone offering logo design with other office documents design within the budget of RM 150 - 200 ? I hope its not too little coz its just a small company.

I ask for partial payment to ensure steady progress and you dont have to worry about your expenses if the project is more than a month long.
