ok, here is what i learn last time during study days, dunno still valid or not.
a packet, will follow a route. the route is determine by what our ISP provide. it doesnt mean the route is the fastest or ideal. it depends on the cost tmnut willing to pay in order to use someone else highway. each route has its own checkpoint, and sometime, during the transaction with the checkpoint, when the packet is too heavy; it is dropped. thus, packet loss occur.

if you wanna see where your packet goes when you play doto, just open cmd, type tracert sgp-1.valve.net. it will hop hop from one point to another point.

so, the blame also on tmnut because the routing option. maybe if someone work @ tm can shed somelight on how the reroute activity take place at our beloved ISP.....................
