Hard to say. Even though it's stated in TOS, I never heard any case where user got banned for using VPN other than purchasing directly from Steam store. Even those 2k collectors use VPN to activate region-locked keys and their account still safe.

Though I can hardly say about promoting your sales thread like that in this forum.
