Playing mission 29 or 42 with Quiet as buddy will bug your game from progressing. POSSIBLY. So just avoid using Quiet as your buddy for those mission.

The target training in base mostly you can shoot from the starting point. Only the R&D one need to move around a lot, I have yet to complete that one also. Can't find the last target...
