2. Budget: Below RM 1.5k
3. Usage : for study programming ( information system engineering )
4. Preferred laptop/screen size: 14 / 15.6 , if possible Windows tablet .

in fact if you are in comp sci, you would learn to optimized your codes well enough to be below certain complexity.
as you are studying, the problems would not be complex at all.
other hardcore programming tasks (classification, machine learning etc) would not run on a laptop anymore (no matter how powerful your laptop is).

from my experience, get a mobile laptop with good battery life for quick coding etc (i am teaching CompSci in Monash) and if you can a SSD in it.

ps: get a dual core i5 for your processor, at least 8gb ram and a ssd
