They suppose to be. But even if they run, police won't give a fark. They too lazy to pursue a crime that doesn't involve some VIP or opposition members. They just post some warrant and that's that. Why do you think whenever there's robbery/attack case, you see the perp always got pass records. Most of them was bailed and then runaway.
