anyone know what does effect acc/res do? and despair runes are for skills without stuns?

effect acc is how accurate you can stun/freeze/sleep/etc enemy
effect res is the resistant to the status above..

regardless of elements?

opposing element itself have a x number of resist inbuild, no 1 knows the value of x though i suspect its 25-50%
