consultant is some1 that is expert in a particular field, as a consultant you need years of experience(mostly >10 years). I never heard of something call IT consultant, cause it is too ... broad. They are like ERP, SAP consultant(even sometimes more specialized like consultant that only know stock or account or manufacturing).
