I also think so initially. but assuming she's disabled in some ways (deaf in one ear, blind in one eye, hand missing a finger,psychotic).. but her form of disability doesn't allowed her to park there to,ESPECIALLY when she still have a normal mobility her to quickly cabut from the place (not slowly like a weak/post-stroke human) .

The parking spot is only for certain physical  disability /impairment.
not everyone with disability are entitled to such a parking spot.
