if you said 1/5000s too fast, but i use 1/1000s, 1/250, 1/125, 1/60, 1/30...etc
if too slow, can't make the fan still, if too fast, fan become bend, there is no middle point...

With regards to Jeremy's attempt on fan pictures, i think there's a confusion here.
It's not about the sensor (which is a good one) but rather the lens on the phone itself is just not fast enough.
So the option of having 1/5000s is a bit misleading because it will just be capped at the fastest lens speed on the camera.
Most DSLR's & PnS camera have IC chips on the lens to "communicate with the camera, but for Mi3 camera, no idea. I'm assuming no such feature because can't seem to find any info on the lens being used.
