if you follow other thread, it is refusal of ioi to pay tmnet for the connection.

Quite normal, TM need certain occupancy rate or subscribing rate only they come and install their equipment. If occupancy is low for 10 years, they might has to wait for 10 years. Domt think it is whether refusal to pay tm for the connection, if ioi pay then it is corruption.
