For those you are planning to do the same, I just did mine in Jun2017.

Here's the procedure :


1) Goto JPJ (i went to JPJ Pandang Jawa @ Klang. Enter Pintu 4 or 5 as they are the same department)
2) Ask for the form to de-register the vehicle
3) Once fill up, they will interview you on why and ....
4) They will take the car's registration cert and will send you a letter ~1 month later to inform you.

Remember to bring these docs :
1) Photocopy of owner's IC
2) Original registration cert / VOC
