Most of 3ds XL owner here in Malaysia will use 3rd party charger. As long the charger IN is at 230-240V/50-60hz and output matches with original charger it's fine.
*I'm not sure the output, I need to check mine at home.

it will depend on the Ampere of your charger.. the higher the faster.. for example.. if you use a tablet wall charger (most of them are in 1.5 to 2A) to charge it will be a lot faster than using a phone charger (most of them are in 500 to 900mA)

Don't forget about the voltage. A higher current value is fine, but not voltage. Most standard chargers output 5v, while the 3DS input is only 4.6v if I recall correctly. On that note though, my 3rd party charger outputs 4.6v according to the box. But, the charger itself outputs 5v according to the sticker on it.
