You talking abt eileen the crow? Since you mentioned BOM, yes you can. However, not recommended. After you cheese her and get her badge, you will still need 40k of echoes before able to purchase the blade. Unless you enjoy farming so much in early game, i suggest you just do her questline.

1. Start shooting non-stop with whatever firearm you have, he will fall off the cliff. Running thrust also works provided you dash through his first shot.
2. Be really good at dashing and lands parry if you want to take him on.
3. Unlock a shortcut after you take down Darkbeast Paarl in Hypogen Gaol, you don't need to kill him this way and just talk to him to get the powderkeg badge.

You'll be able to buy stake driver & rifle spear. Both are unique weapon that heavily depends on mastering their moves. Not many people use them because of their clunky handling and somewhat hampering moves/range/speed. Killing Djura is key in buying his armor set at insight bath messenger. His armor grants you good defense against frenzy and a key component for using Bloodletter.

I usually can't time the augur right but the hunter axe...that baby is my bread and butter 3/4 of my playthrough.

At this point, you can try farming at the lecture hall for some good exp before fighting Rom. Also, he is very weak against lightning attacks, use the tesla ball

Actually the area where you got the tesla ball also can farm, just kill those tall leggy robe dudes and piggy, even though is more risky because they hit hard.

get help from Alfred by summoning him, i beat BSB first time thanks to him....well mostly lol

The biggest issue of rom is the aerial projectiles. Telegraph the sound effects to dodge roll three times or swing camera upward to dodge it at the right time. Wooden shield able to withstand one of the three projectiles.
He is weakest against fire, flame sprayer with good arcane stats can easily get his hp down by half during first phase with oil urn plus bone marrow ash. With really strong arcane stat you can even kill him there and then.
Summon NPC to tank little spiders while you kill every last one of them so you are not interrupted by those pesky buggers when facing rom. If you decide to do hit and run...use fire paper with beast blood pellet. Take R2/L1 attacks into your combo to boost beasthood meter. 
Otherwise scour chalice dungeon for better weapon gems to maximize damage output. In-game gems can only get you to a certain threshold but the really good stuff is in the dungeon. Then again the bosses there are more prickly than those found in the game.
