I wished iOS8 launched a change to the icons to be like those on Windows Phone platform.

Allow us to change the size of the icons and lets have real LIVE information showing on them. That, would have made iOS8 great.

if Apple adopt that then it would resemble Android too much. Further, no one is complaining about the icons now (i think). Further, don't forget, WP's scrolling is downwards/upwards whereas iOS is left/right.

don't think Apple will ever take that radical change to the orientation.

Not suggesting any change to the orientation.
Just the icons.
Imagine you being able to decide the size of your icons.
Imagine your icons being able to display more information.
If anything, it would resemble WP more, not Android.

I understand that iphone 4 cannot install IOS 8.
When IOS 8 is launched, will IOS 7.x.x still available for iphone 4?
