Not sure what you mean by expatriate position here. If there is really an expatriate position available in a company, this means that the opening is for someone from the same company that is not located in Malaysia. As he is just 22 years old and I presume a fresh graduate, his option is very similar to a fresh graduate in Malaysia. Unless he has some really special skills, like language, its very difficult to convince a company to hire him over a fresh graduate.1.
