After read and understanding, if my calculation is correct. the true capacity should be
10400mAh x 3.7/5.0 x 0.93 ~ 7157 mAh. So can charge a 3000mAh battery from 0% to 100% for 7157/3000 = 2.4 times. But since we usually charge before the battery is fully exhausted. I guess you can charge 3 times. But remember even after fully charge the PB will gradually lose its power if you keep it for days/ weeks.

Someone please correct me if I'm wrong because I've zero knowledge in electrical/ electronic stuff.

Still testing, so far charge 1 full round left 3 block of battery, estimated can use 2-3 times more.
