OK dig around internet and found this:

damn... apparently majority of D3 gamers are stupid and no idea about what they are doing. this is freaking old news. didn't you guys read patch notes? I suspect the game able to read our mind through the monitor. Once they find out what you hoping for, they edited the loot table and make it hardest to drop among other legs  |

I found spectrum not too long ago. Farmed it in just a few hours. Drops from the elite pony. Too bad my wd can't use it. Not applicable to ceremonial knifes. Fml. I got the burger transmog imo its shitty.
