Cannot say every war as the same case, indeed some wars have been needlessly prolonged bloodshed because interested parties armed the side they backed and escalation happened between all sides. But sometimes arming the sides actually prevented more bloodshed due to everybody is adequately armed,so not any one side cannot afford to continue hostilities without heavy casualties to themselves.

Also the type of wars like the Balkan wars,its not necessary for supplies of modern/advanced weapons to be handled by highly-trained soldiers are needed to do great damage. A squad of 50 Serbian Chetnik militiamen with a DSHK-armed pickup truck raiding a few Muslim village of unarmed & unprepared civilians can do a lot of damage in itself.

Indeed, the moment Yugoslavia broke apart,everybody was ethnically cleansing everybody,no exceptions. Not one side was innocent,be it Serbians, Muslims (Bosniaks) and Croatians,all tried to get rid of minorities in their breakaway republics.

Bosnia-herzegovina got the least favorable hand,though. With a large percentage of Bosnian citizens comprising of orthodox Serbians,these instead tried to integrate themselves into Serbia and Montenegro instead of Bosnia-Herzegovina. When violence broke out,the military support given by Serbia to Bosnian Serbs only worsened the fact.

Sadly, as often is in these type of conflicts, most of the worst massacres were done not by Army units,but by groups of semi-organized civilian militias. Neighbors killing neighbors.

Want to ask. Is it possible to rent a military equipments from other country for a short duration, say, 2-3 month?
