Verified paypal, you will get back RM 10 to your paypal account
If you paid via CIMB card without login in Paypal account, it will temporary charge 1 USD (Will be refunded back to you, see below for more info)
If you talking about 1 USD paypal transaction fees, only seller eat the fees, not buyer
There is a possibility the card will charge the transaction fees/border fees but not paypal

Not paypal fault, IS CIMB . They got border transaction surcharge..

What's your settings?

My HTC M8 settings are:

Screen brightness set at 70% (Auto brightness off)
Auto Sync on
Location services - Battery saving mode
HTC Auto backup off
100% on wifi, not connecting to LTE
Power saver is off, only kicks in when battery level falls to 14%
Only use the phone for browsing, facebook, WhatsApp, blinkfeed, youtube, take about 10 photos (no gaming)
Everything on stock, non-rooted and no greenify installed
