If flash dev ROM to stock phone, will it wipe out everything? I saw stock ROM have option to enable root but only with dev ROM. Anyone?

It will not wipe by itself, you need to do it manually. It's preferably to wipe data and cache when you switch between stable and dev rom to avoid data conflict and crashes.

Stable rom doesn't have root access but you still root it manually by flashing some files.

Developer rom has root access to begin with.
