Your assumption is based on one phase to be completed before the next phase started??
The same may not applies on the following phases.

Property market slow down. Developer put on hold first.

B & C the hill and pool view indeed is a better buy if you can stretch your budget.
For lower budget you can consider Block A as the entry price is lower.
What to avoid is the Block A facing Phase 2 direction, as you are going to face the noise and dust pollution for the next N years.

I interpret his question as : some issues lead to many owners motivated to dispose their units. So the issues are negatively impact the development. So I m trying to help him to see things from both sides of the coins.
Can't answer in full length without knowing his motivation and intention in the one line comment.

very good option...
for corner unit, it is very good for own stay. For rental market, the corner unit does not fetch much rental premium compared to the intermediate units.
