Some shops can under-declare the value if you request so can lepas Kastam easier...However (Sifus here correct me if I'm wrong), Kastam may request invoice/receipt if the declared value seems fishy...

For pre-order figures, I'd recommend Amiami...Very reliable and trustworthy, but also very by-the-book, so they will not under-declare anything...If you need to under-declare, Nippon-Yasan and BigInJap are good choices, pricing pretty similar to Amiami, plus these two shops also sell exclusive release figures, Amiami mostly standard release...

As for the second question, this depends entirely on you...If you really want a figure, go ahead and pre-order... There is always the possibility that the figure price might skyrocket after release...But also keep in mind,it might also drop drastically...So whether its worth it to pre-order, you decide...

Normally before getting to the Confirmation page, there will be a column to leave a message, thats where I normally request to under-declare...
Amiami has the highest likelihood of forcing you to use EMS, as they are VERY generous with their packing... Sites like Nippon-Yasan do show you the estimated shipping cost even for pre-order items, but these can change after release...

i can tell u it's almost impossible. let's say you collect staple figure like Hatsune Miku, every year confirm at least have 2 of it, and if you liked them your quota gone adi. Then along the way you see something you like, then impulsive purchase happens. You'll at least buy 3 to 5 figures every year minimum

newbie noob question. Is there any problem with custom if we order those figure from oversea? bcos most of the female figure half naked or almost naked? 

The most crucial part is to not have it detained by Kastam, which can happen when
- your declared value went over the taxable limit (not sure whether it's still RM 500 or less nowadays)
- your declared value too low when your package is big
- the item name put in the declaration sounds suspicious (either nsfw-like name, or name that implies the item inside is forbidden to be imported to Malaysia, or the name implies the item is the confirmed-will-get-taxed one)
- on rare occasion, when the item was declared as gift

Kastam will only open your parcel (for most stuff) when you want the item to be checked for release, in which nsfw item will kantoi
