I went to do 1 round of Act V bounty and picked up 2 legs (I did this in Normal).

Let's say X is the legendary drop rate (prior to Anniversary buff).

Thanks to the duration of the buff, legendaries are dropping at the rate of 2X. Seeing how Blizz confirms on making the legendary drop rates to exist the way it is during the buff, X is now 2X.

So now the rates (without the buff) is (and forever will be until Blizz state otherwise) is 2X.
