That's one time charge, supposedly.

If not mistaken, last time I kena, paypla refunded, it was just used to verify the CC..

you can email them to verify 

it will be refunded/reserved later, normally within 24 hours, dun worry. 

For new Paypal users, dun expect you can get your new paypal account to go thru smoothly the first time coz there will be many authentication issue.  These authentications are to safeguard our interest, so can't blame them.  Best is to buy something with your new paypal account first before the real deal to make sure your paypal works without problem and any issue should be able to sort out with the bank.
