Here's a fix I've come across, and it only works for Nvidia GPU's.
1. Open up the "Nvidia Control Panel" located in the bottom right hand corner of your screen (where your clock, internet connectivity, etc is located)
2. Browse to the "3D Settings" tab on the left hand side and make sure you're in the "Global Settings" and not the individual programs (right side of menu)
3. Scroll down to the "Maximum Pre-rendered frames" tab and change it from "Let program decide" to "1". Save your changes and exit out.
4. Boot up Battlefield 4 and have a good time!
