Anyone knows if the Public Bank Visa Signature card is entitled to the Grocerholic Madness! 8% Cash Back promotion?

Paid for summon via MyEG and Majlis Perbandaran Sepang via PosOnline.

I supposed both this is not entitled for the 12% cashback promotion too?
