I'm on the first bill dated 24-11-08, and I have to pay access fee pro rated + 1 month advance. By right shouldnt I be billed for pro-rate only?

i.e
17-11-08 to 23-11-08 RM 4.52
24-11-08 to 23-12-08 RM 20.00

Take note that this bill is dated 24-11-08.... shouldn't postpaid be pay what you use at the end of the month?
