The one I can see is saturation, colour toning, contrast adjustment etc. He might also applied bit dodge and burn here and there.

Try pulling up the shadows and pushing down the highlights.
Then adjust saturation. If you know the sharpen by *new layer + high pass then you can sharpen certain points of the image to pull in focus to specific areas. |

HDR usually is used for landscape photography because in landscape, you cannot control the lighting.
In the picture u posted, everything can be done by proper lighting and kedaz is a master in that. So.. no HDR. |

Probably its Dragan Effect, Similar to HDR. The Dragan Effect are mostly used on people. To me its like giving a professional finishing touch look.
