3) What kind of weapon I can use? A taser is banned in Malaysia but I want a weapon that is as strong as this.

Most common, friend in telco can tell roughly where u are based on tower location. I would write to the telco to make sure but normally without police report.. hmm. a bit hard. Sometimes a bully need to face hard facts in real life. There are bigger fish.
If he is really a pyscho.. they are not far from their prey and their first modus operandi is mental torture tactics by messaging u etc and saying they know this and that.
Ignore him is the best solution. Bigger fish to pounce some hard reality to him is the Awesome solution.
