Here's the thought
1. get a fan controller
2. lower the fan's RPM to an acceptable noise level
3. monitor the temperature readings of your components, primarily CPU and GPU.
try to balance out the temperature and the readings, as long as the temperature is within acceptable range then it's good to go. You need not have those components run at super duper low temperatures all the time.
