That move is ECB punishing the banks that reluctant to loan money out for the broader economy but instead placing their reserves with ECB. Not sure if that will be affect commercial banking or not.

So when we buy a UT fund from eUT, the account is directly under your name or it has same model like FSM?

All funds have SC being charged during buying time.

For the so called any SC or fee being charged during selling, you need to refer to fund info if there's any exit fee. For example, AmDynamic Bond Fund has an exit fee of 1% imposed during selling.
