Really? your friend purchase Twr1 or Twr 2? Can share more information?

i think is some sort of compensation for the loan interest during the construction period. Heard that from the agent when i purchased.

the 10k i think need to deduct electric meter registration, remaining will return

Tower Two still have 3R2B available after your purchase? The best view unit I guess would be the duplex unit at high floor...

Btw, my friend told me we can appeal to convert electricity bill to residential but not water bill for development under commercial land. But TNB most likely will not accept studio unit to convert. Not sure how true but that's the story I heard

Only electricity can change to resi. all other charges you cant change.

UNLESS MPS changed the whole land title from commercial to residential, which is very rare after the project has been approved and WIP.
