Here's the meaning of offside according to FIFA:



From the pic, we can see that by the time when the ball was played to Ozil, the second-to-last opponent was Krul. So, the offside line was on Krul,
and not on Dummett (the defender), as the defender was the last opponent.

Krul = second-to-last opponent <-- offside line follows him
Dummett = last opponent <--ignore him

To makes it easier to understand, just swap Krul and Dummett and you'll get the regular offside occurrence.
